Sound Transit’s definition of “very clear”

In the Senate investigatory meetings into Sound Transit and whether the agency mislead the legislature regarding the costs of Sound Transit 3, one of the things that came up repeatedly was that the agency produced many documents telling legislators it needed the “full $15 billion” in funding authorization for ST3.  Even though the agency then turned around and asked voters for $54 billion, it still maintained they were “very clear” to the legislature despite using “a full” or “a maximum” of “$15 billion” when talking to legislators and informing them of ST3 costs.  You can hear some of the exchanges from the second meeting in Everett and judge for yourself:
